https://www.newschannel5.com/news/sumner-regional-on-covid-19-diversion-as-state-hits-record-hospitalizations.... "Were in an unfortunate situation right now in Middle Tennessee where my hospital, and most hospitals, are basically at capacity," Dr. Geoff Lifferth said.

When that happens, EMS workers are told to take COVID-19 patients to other hospitals with open beds. "We cant safely take care of them, we dont have the capacity to take care of them."

There is nothing magical about an icu bed. It is a regular hospital bed with advanced monitoring and life support - aka ventilators. It also has more specially trained staff, but that is in ideal conditions. In battle zones you treat with what you have.
As china showed, with enough determination you can build a new hospital literally in a few days.
We should NEVER be in a situation where the sick have to stay home and die.
This is the ultimate sin of this administration.
