Affordable housing provider plans 730-unit redevelopment in Rainier Valley

Bellwether Housing plans to redevelop the Kingway Apartments in Seattle's Rainier Valley into 730 new affordable units — if it can secure public funding for the project.

The Seattle-based nonprofit housing provider announced last week it wants to begin a phased project in mid-2026 to replace the 164-unit garden-style complex at 5900 37th Ave.

The project would replace the existing three-story buildings on the 6.15-acre site with seven-story structures, according to permit filings. Units would range from studios to four-bedroom layouts.

Currently, apartments are restricted to households making 80% or less of the area median income (AMI). The new apartments would be similarly income-restricted, with some likely reserved for lower earners.
