Amid tax hike on ballots, Madison mayor pitches record capital budget
As Madison city leaders ask voters to hike property taxes to help pay for government services, Mayor Satya Rhodes-Conway is proposing a record-breaking $418.3 million capital spending plan for 2025.
The mayors plan would prioritize spending on infrastructure projects, a new public works facility and a north-south line for the citys forthcoming bus rapid transit system, which is scheduled to launch an east-west route this month.
The citys capital budget funds large-scale projects like construction, relying on borrowing, tax-incremental financing and grants. By comparison, its operating budget pays for services, staff and programs with a mix of property taxes, state aid, fees and special charges.
While facing an estimated $22 million shortfall in next years operating budget, Rhodes-Conway said the citys capital budget should have different priorities from previous years.
