In the past few days it was revealed that the government had purchased data (from phone companies?) that provided the information claimed in the tweet.

A related story explained this how the government knows about the changes in liquor store visits, among other things, during the pandemic.

Not exactly “spying”, but not a wholly made up CT either.

He wants you to fear data aggregation as if it were individual case-logged spying.
