Climate, population density (and relatively small population) and low productivity are a few barriers. And being so tied to the US is an issue as well, so geography plays a role. We DID weather the '08 recession rather well though compared to other countries.

I was surprised to see this article, though. I didn't know we had so many educated Canadians. I live in an area where not that many people have degrees, although quite a few have 1 or 2 years at a community college. Interesting statistics anyway. Thanks for posting this.
