It could be the passports are revoked, it may not be necessary to advertise when a passport is revoked.

is funding "moderate freedom and democracy loving groups" and giving them total military and financial and moral support, and for whatever reason at the ages of 10-18 you get caught up in the enthusiasm? And maybe you join up? But then the "moderate freedom and democracy loving groups" turn out to be not so "moderate" after all, and then, like a bolt out of the blue sky, those groups find themselves in position of having so much money and firepower that they can form ISIS?

What then? Who is to blame? Is there no redemption?
