Here's some standard advice for all sorts of computer and internet problems.

I don't think this will solve your particular problems, but you must rule these things out before proceeding.

1) Reboot modem (power off, count to thirty seconds, power on)
2) Reboot router
3) Reboot computer

I saw a website just now with posts worldwide saying people cannot upload to Flickr.
Let's hope it gets fixed.
