Prime Video on Android tablet quality is exceedingly poor! Why?

This has been an ongoing problem for years and I've tried everything I can think of!!

Yes, updates are current
Yes, best quality is selected
Yes, VPN disconnected
Yes, uninstalled and reinstalled the app
Yes, unregistered all devices
Yes, tried w/ and w/o "hardware acceleration"

Doesn't matter if I download first, with highest quality setting. It looks like 480p!

All other streaming platforms work fine, so it is *not* the connection.

WTAF is it going to take?

Please, if anyone knows, help. I've lost patience.

I am about to cut Amazon completely out of my life!

Mobile carriers throttle video, and even on 'unlimited data' they have more expensive tiers to get higher resolution.
