It was simply a projection made in advance, without enough real world data to know if it would be reached or not. For Repubs to proclaim that enrolling 16% fewer people by some artificial deadline makes any major difference in whether or not the law should be considered a 'success' or a 'failure' is ludicrous. Over time, more people will continue to enroll, even if they missed the 'deadline' this time. People want healthcare, and, unfortunately, with the system we've got, (with or without the ACA) that still means health insurance for much of the health care we need.
And why might we be a 'million enrollees short' at this point in time? Because we wasted a couple months on the front end with a crappy website, coded up by a private, for-profit company. If we are a 'million short', that just continues to highlight the problems of bidding out government work to private companies.
