How come Sherrod Brown(D-OH) did not enter the 2020 US Presidential Race?

Sherrod Brown(D-OH), Elizabeth Warren(D-MA) and Bernie Sanders(D-VT) are the 3 top tier 2020 Democratic Presidential Candidates that come from a State that currently has a Republican Governor.
If Warren(MA) and/or Sanders(VT) leave the US Senate, Democrats can win back MA and VT in the 2021/2022 special election.
If Brown(OH) leaves the US Senate Election, Democrats will have a tough time winning back OH in the 2022 special election unless Tim Ryan-D runs.

Sanders votes with Sherrod Brown 84 percent of the time. A few differences, including on some bigger votes but not that much different.

Brown will perform better than Sanders in IA,MI,OH,PA,and WI.
Brown is younger than Trump and Sanders.

Donald Trump-R is barred from running for a third term in 2024.
Bernie Sanders-D is unlikely to run for a second term in 2024 due to his age.
Sherrod Brown's OH US Senate seat is up for re-election in 2024. Sherrod Brown can run for President and let Tim Ryan run for the US Senate in 2024.

lost our Senator. I liked Eric Swalwell but he didn't get any traction, too low energy I guess for today.
