It should also be noted that many more ballots have been mailed but not yet received or tabulated by CA election officials

Can't imagine why it wouldn't. Anyone can request mail in ballots in CA, though.

I'm not sure if they've been counted yet, but when I was registered in California, but lived abroad, I faxed in my absentee ballot.

8. Yes they count they usually get tabulated first in most states

3. I heard that might be a couple days to determine winner if it isn't clear later tonite

And that the first batch to be counted is the earliest ballots received, then Today's votes, then ballots getting there the next couple days.... So different batches might be different from each other. First batch, the oldest voters, and so on...

9. Mail-In ballots get counted and added to the tabulation the moment they're received. Mine and my

group of 41 have already been received and added. People can check if their ballot has been received and counted. Ours have.
