Of course cause at the time press vids and vids and tv and so...didn't existed.

Franklin is considered the first American diplomat. He spent many years in France.
The comment is not attacking Kerry, but the no nothings who think it a problem - rather than an asset for an American leader to speak foreign languages well. (In your video it seemed to help as Kerry could directly say in French what he wanted to. )

Kerry told him he wished next time he could visit and stay a full week to discover the country s wonders. And then the Algerian président endorsed him for obtainig maybe Nobel peace prize.
