Does anyone know where I could get a list of insurance companies state approved rate increases?

My homeowners insurance has nearly doubled within the last two years and I when I asked the company why, they referred to rate increases that were approved for the state of Pa. I asked them what the amounts were and they couldn't provide the info. I called the Pennsylvania Dept of Insurance which would not tell me the approved rate increases unless I file a complaint with them. Does anyone know if this information is public and where I would access it? I did find a document, thru a website that was not affiliated with the Pa. dept of Insurance, that was a rate increase request in 2012, but it was only a request.
