Quick question about credit card reward points

If a credit card feature says you can "Earn 1% on all purchases" -- what does "all purchases" include: 1) ANYTHING I pay for (like utility bills, mortgage payments, gas, food, gifts, etc.); or 2) only THINGS I pay for and receive (like the gas, food, gifts, etc.)?

I've paid to have the house replumbed and put it on my credit card so I'd get the points then cashed them in.

At 1%, I would need to have my mortgage payment count or else the reward accumulations would be practically invisible.

although I do have the Costco Visa card and got back $356 back last year. I keep track of the purchases and pay them off monthly so I don't incur any interest charges which is annually 16.49 %.
