Thinking about opening a specialized recruiting firm

To be specific, a recruitment firm for the deaf, run by the deaf.

I know the deaf people have one of the highest unemployment rate - hell, my deaf wife up until last week was unemployed for 18 months while she was looking for work.

I've never ran a recruitment agency, so I would appreciate any advice. Obviously, the first contact will be to the Division of Vocational Rehabilitation, and then hopefully a few recruiters will work with me....
