Bring as much documentation as she has. Write down why she believes she is entitled to the refund.

This assumes she has made an appointment and visited her local I.R.S. office.

Our job is to ensure that every taxpayer is treated fairly, and that you know and understand your rights as a taxpayer. We offer free help to guide you through the often-confusing process of resolving tax problems that you haven't been able to solve on your own. Remember, the worst thing you can do is nothing at all.

TAS can help if you can't resolve your problem with the IRS and:

Your problem is causing financial difficulties for you, your family, or your business.
You face (or your business is facing) an immediate threat of adverse action.
You've tried repeatedly to contact the IRS but no one has responded to you, or the IRS hasn't responded by the date promised.

Each state has at least one Local Taxpayer Advocate who is independent of the local IRS office and reports directly to the National Taxpayer Advocate. Select your state below to find the phone number and address of the Taxpayer Advocate Service office nearest you. Living abroad? Select Hawaii or Puerto Rico for assistance. If your location is in between Greenwich Mean Time (GMT) zones +7 and -11, contact the Hawaii office for assistance. If it’s between GMT zones +6 and -4, contact the Puerto Rico office.

I have found them to be relatively helpful. I would hope this is something that could get sorted out within the IRS and hopefully by an agent on the toll-free number.

Yes, the hold times are abysmal (and this was before the pandemic). Just put your phone on the speaker and the headset and tend to other stuff while you're waiting (best to do it at your home or office where you're going to be for a decent amount of time).
