The bears at that time are on the sea ice hunting. The bears typically come into town in Oct-Dec. and the people are on alert. But they rely on the bears for tourism, so I'm sure this is quite alarming, for the bears and the people of Churchill.

I saw again in this video. We took the Tundra buggies out to have the bears inspect us. Unfortunately, our buggy broke down and they had to send a helicopter and then a different buggy out to get us. We saw around 6 bears that day. I was overjoyed. I have donated to efforts to save those beautiful beasts ever since.
