1. Is Skinner allowing for a new vote? I think that is the best option.

and Skinner need merely be notified, is my understanding.

Another group is actually in the process of doing exactly that, right now, you may want to check it out.

to add, I pm'd skinner to see if we need his permission to vote on a new host, or to simply notify him after since I am reading both things. Will also watch peak oil

Your options seem to be to re-vote the current host list
or
just vote to remove a host ( every group has the right to do that, at any time).
Skinner is the one who gives the voted upon host the power..I am not sure he HAS to give permission for a vote,
just to be notified of any changes.
He has stated that his interest is that the groups choose the host and notify him.
Leastwise that is how I read the comments on hosting.

The question seems to be, who want to be the lead host, as problems have been identified with the person currently in that position.

I would certainly support you taking the position, but would ask that the other two, who volunteered earlier, be considered as well.
