I just realized the 100% recycled toilet paper I bought also says, 'Minimum 50% post

consumer recycled paper" on it.

That does not make sense to me. Unless they recycle paper that has not been to the consumer yet?

Paper gets damaged or doesn't meet requirements, it gets recycled. It's a lot more than you might think. The post consumer claim was created because manufacturers were claiming "made with recycled paper" when the only recycled paper was from the factory.

You don't want to discourage factory waste from being recycled. You just want a healthy portion to also be post consumer.
