To keep them safe.
They are hostages and their safety (and liberty, welfare, health) is taken over by another. Involuntarily, they're chattel, but under current law, their welfare is entirely the responsibility of their captors.
They're in the line of fire, the captors should risk their *own* lives to move them to safety and taken prudent measures to ensure their safety, given what was predictable.

....but I certainly wouldn't trust hamas to do the legal thing let alone the moral or ethical thing.
