Back when the first Parity Act was signed into law under Bush of nauseating memory, I remember thinking, "uh-oh.. they better start regulating, fast. This is gonna be chum in the water."

There are only two ways to increase the chances that critical health services such as addiction treatment are delivered safely and effectively.

One is to remove the profit motive from the equation by limiting service delivery to government itself or nonprofit entities only.

The other is to allow for-profit service delivery but regulate and monitor it tightly.

There is no other way, the "invisible hand" will only pick everyone's pocket otherwise.
