So you want to block out wind in storms I figure you want to do to save original windows? You can hinge the shutters complete with shutter dogs to hold them open. You drill through the aluminum until you hit something solid. You caulk the holes once everything is installed.
It is done in historic restoration, less the aluminum siding. If you are truely interested in that, the siding may be covering wood siding, and you could remove the aluminum and restore the wood siding. The aluminum is worth something so you could recover some of the cost.
But if it's just a dream, yes you can, but don't do it.
