From the latest DoD blurb on Puerto Rico (and VI)
https://www.defense.gov/News/Special-Reports/dod-hurricane-relief/DoD response efforts in Puerto Rico and the U.S. Virgin Islands continue to focus on temporary power restoration, distribution of power generators, commodities distribution (e.g., food, water, and fuel), expanding the distribution network, medical support, route clearance, aviation support, planning support to FEMA, and support of USACEs repair of Guajataca Dam. DoD is responding with approximately 13,700 (T10 and NG) personnel. USNS COMFORT is conducting medical support operations near Aguadilla.
Situation Update:
Puerto Rico
◾The Governor and FEMAs number one priority is power restoration. USACE has partnered with the Puerto Rico Electric Power Authority, the Department of Energy and FEMA in order to establish unity of effort in the repair of the power grid. Power restoration crews continue to arrive on the island. Additional priorities remain hospitals and communication, with an increased focus on isolated regions.
◾The Governor is implementing a plan to assign the PR National Guard, augmented by the territorial militia, to support local leaders in each of the 78 municipalities to ensure more commodities are pushed to those in need. DoD is executing a strategic plan to support these communities and ensure their needs are being met. FEMA verified telecommunications and radio connectivity for all hospitals and police stations.
◾65 of 67 hospitals open (35 on power grid; 30 on generator power). 45 of 48 dialysis centers are operational.
◾17% (+6.4) of customers have electricity (San Juan generation plant restored following recent outage).
◾64% of customers have drinking water (boiling orders remain in effect). 29 of 51 wastewater treatment plants are operational, and working on generator power.
◾64% of the population has cellular services available; work continues to upgrade emergency cellular services. 79% of gas stations are open.
DoD Response Details:
Puerto Rico:
◾USNORTHCOM delivered food; water; and DoD medical, sustainment, and aviation support capabilities. Sixteen USTRANSCOM flights with equipment, personnel, and relief supplies are scheduled for today. Today, USNORTHCOM is programmed to deploy food, water, and key DoD capabilities, to include elements of the 633rd Expeditionary Medical Support hospital for Aguadilla, PR - ETA 14 Oct.
◾DoD Total aircraft: 92 rotary wing / 19 fixed-wing.
◾Incident Support Base established in Aguadilla, a key distribution hub for the western part of PR.
◾USNS COMFORT is conducting medical support operations near Aguadilla. Elements of the 14th Combat Support Hospital (CSH) continue to arrive, and the CSH is anticipated to be operational in Humacao by 14 Oct. USTRANSCOM retains aero-medical evacuation assets in San Juan for possible patient movement to CONUS.
◾DoD completed 273 of 423 requested generator pre-installation inspections, and has installed 81.
◾Progress continues with persistent route clearance assessments and execution by USAR Engineers, PR National Guard, and Marine Expeditionary Unit (MEU) military personnel.
◾3rd Expeditionary Sustainment Command is conducting water production near Guajataca Dam.
◾Defense Logistics Agency is continuing to deliver to 2.5M meals per day through November 5.
USVI:
◾All elements of the 575th Area Support Medical Company (ASMC) have arrived in St. Croix. The 575th ASMC is expected to be fully operational by 14 Oct.
