LINCOLN — A discussion has begun in Sheridan County on how to address a growing number of vagrants on the streets of Whiteclay, Nebraska, a village often criticized for selling millions of cans of beer, mostly to residents of an officially dry Indian reservation.

Members of the Sheridan County Board met with Whiteclay business owners on Monday and pledged to meet again on Nov. 9 in search of solutions.

Lance Moss, the owner of a Whiteclay grocery store that does not sell alcohol, said he has seen increased panhandling and drunkenness and more incidents of belligerent and threatening behavior from a growing number of people living on the streets.

Moss was among the business owners and local residents who asked the County Board to look at changes to address the problems.
