See the video to check out the red hats that dominate this group of protesters. The "news" report doesn't even mention that.
Also note the professionally produced protest signs.
A real grass roots uprising against tribal fisheries management?

though I can't make it out. The one guy interviewed was wearing a black Trump hat, but the red hats were uniformly not the MAGA logo.

The professionally produced protest signs, I suspect, were supplied by the fishing companies and assorted support vendors who stand to lose a considerable amount of money if the season is shut down.

Their protest is based in their self interest, same as the fisheries management's interest is for their charge. Hopefully, the salmon will be spared and allowed to spawn freely for a few years at least.
