The Soviet Union dissolved officially in December 26, 1991 (10 of the Republics had already seceded. Communism (which was never much more than niminal) pretty much collapsed with the USSR.
Russia has been a sovereign nation since then with no pretense of Communism. Factually, it is an authoritarian oligarchy. Currently, Its flag looks like this:
