I have seen other memes with that blue flag that say something similar about being "Safe From" something or other. I am wondering what original source that meme is based on. I assume it might be a Facebook or Twitter thing, since I do not use those sites.

Yes I've seen that a few times, my guess would be it's a template at a Meme generating site where you can
add in your own words. Doing a search by image might lead to the site. Let me know if you can't find it.

The Safety Check feature's first major deployment was on April 25th, 2015, in the aftermath of the Nepal earthquake. The "marked safe from X today" status featuring the blue flag graphic began to be parodied in 2017, with early memes marking themselves as "safe" from various people or places.
