We find messaging works best. All you need is a wi-fi connection and you can use your smart phone or iPad. We also do Skype calls by "appointment", which is a little difficult given the time difference.

Our favorite messaging system is called Telegram. ( a blue icon with a paper airplane in the middle!) Supposed to be very secure, and you can send voice messages, photos, files, etc. Free download. You can set up any number of Groups to talk to more than one person. Facebook messenger works okay too.

If you had an emergency, could you have the person on the other end do a Skype call with you? That means having Skype on your device, but that shouldn't be a problem.

I remember, when I spent an academic year in England, my folks were 'frustrated' when I, the college junior, didn't respond to the messages they sent to rooming house where I lived, after I returned from trip to Moscow. LOTS of paper messages diligently placed at my door, but :what me worry,: I'm FINE, folks, the Russkis DID let me out!!! I DO regret my lack of diligence now, 50 years later!

Some carriers have an international plan add-on which may or may not save you money. Many foreign countries work differently than others for data and voice so what works for one may not for another.

Voice over IP solutions like Skype may be a good option if cheap data is available like free hotel wifi. For everything else you just have to make sure you know what the rate is for data, voice, and text messaging to see if it's worth it.
