Utah is full of small, tightly-knit communities where LDS officials take a very active role in policing their youth.
Also, Utah tends to enjoy a higher quality of life than does the South.

Probably some sort of wealth privilege or something we can blame on people who ask the question, rather than the mendacious, religious assholes working day and night to gut society.
