The U.S. Olympic committee is going to look like the bad guy if we refuse to send our athletes to compete, and they go ahead with the games.
Prudent thing would be to delay them, but you know.
$$$$$$$$$$$
That's probably the primary motivator. Human Life and the health of athletes from around the world is secondary.

especially for a country so advanced and controlled. The other thing is that the residents in Japan are historically known for wearing masks so that can't be an attitude problem for them like it is with so many "western" countries.
