Maybe your internet connection?

2. Reboot phone.
3. your phone might crash immediately after starting Safari
4. Aside from that possibility, i suggest trying
A. an ad blocker
B. reset Network connection in Settings
/ General.

Mine was doing that too. I bought a star membership and the problem went away. An ad blocker would probably work as well.
