Wasn't like that in the 90's.
NYC tows you to a legal spot at least. Now finding your car can be hit or miss. And the other NYC courtsey tow issue is the range of who can do it. DOT, MTA (transit), police, ConEdison or private tow sometimes for Film, TV and events. And the info about where can be hit or miss. The trick in NYC is you have to check your car regularly (official rule is no longer than 72 hours in on spot but not enforced) but the tow signs are required be up for extended time before, other than emergency situations. Those tows have to be to a "legal" spot and car is supposed to get a slip or sticker w a grace period for being ticket free for street sweeping & meters, plus things like commercial parking only. NYC has a rhythm to the parking and I street park near the dead center of the city lower midtown. I hate the day time street sweeping and move my car more nights than not, I prefer moving it at night and most times it takes less times. I have other tricks too.
That mess is Philly needs a class action lawsuit, as that amounts to fraud to tow you to a completely illegal space. I am aware parking in Philly is tight, maybe it has gotten worse since the 90s, but that is basically grand theft.
