of the whole Hannibal Lecter shtick.

He heard that immigrants ( not illegal ) were coming to the border turning themselves over to ICE and claiming ( legally ) that they want asylum in the USA. You see... for decades we have had a policy about Cubans coming to the US and being granted asylum from the evil Communists and being welcomed with open arms and citizenship, etc. So it wasn't fair to just grant this to Cubans so they allowed anyone escaping persecution to claim asylum and the coyotes of central and south America have trained their "customers" to do this rather than just crossing and disappearing. Once the claim is made, obviously there has to be some sort of investigation and a decision made about the claim. That can take months or even years... so the immigrant is granted temporary admission and allowed to stay until their case is heard.

Trump heard "asylum" and has equated that with insane asylums... and in particular, criminal insane asylums. And goes immediately to the fictional and famously insane criminal Hannibal Lecter. Hence the entire "they are emptying their asylums and dumping millions of criminals" into the USA.

I don't know if he is that stupid or he just thinks his base is that stupid.. or a little bit of both.
