He took advantage of the thaw and has deviously used it to gain access to western $$ and stealing technologies. Along with cultivating traitors within western countries to bring us where things are today. The brazen assassination of the Skripals just boldly was his way of issuing an open fuck you to the West. No doubt he has engineered Brexit and the illegitimate election of the Dotard.
