(54,243 posts)12. it's not even clear that he has the power to rule anything irrelevant.
this isn't a judicial trial and he is *not* functioning as a judge or justice in an impeachment trial.
he is merely "presiding" over a non-judicial proceeding under senate rules acting on a senatorial power.
he's really little more than a meeting manager in this function.
