1. Those communities are going to find out how hard FEMA is to deal with.

Those cities that need FEMA funds to rebuild are about to find out it’s a reimbursement program. They are going to have to find the funds elsewhere, rebuild, then send the receipts to FEMA. This is one of the many reasons it takes so long to recover. The real kicker is if you don’t do everything exactly according to FEMA they won’t pay. The appeals process is brutal and most of the time pointless. Deanna Criswell is incredibly well qualified for the job but the reimbursement program has got to be changed.
