DisasterRecovery.gov and read about it there. That's a lot easier than me having to explain.

The program helps to keep your house dry while waiting to get contractor bids. Those guys are backed up for quite awhile unless you have big bucks and if I did I would have paid for homeowners insurance that meant something.
