There have been a few inroads. A friend of ours won a 4 year term on the county board last election cycle, and our congressional district got rid of a several term Republican with the election of Sean Casten, and the district adjacent to ours has the awesome Lauren Underwood.

And, there are more Dems running for local offices. It used to be that most of the local races had Republicans running unopposed.
