But don't forget that when people watched the plane hit, everyone thought that the air was full of planes on their way to crash into buildings (and in fact there were two more to come). I remember that morning. By the time I woke up on the West Coast all the planes were grounded, but even so, the first bit of news we heard was that there were planes all over the country heading into buildings. So I think the OP is accurate. Everyone was expecting a full day of horror and destruction.
