Having spent 15 of my 24 years of working on dem election campaigns in Florida, Florida election law allowed for the vote challenges that the Gore campaign filed in 2000 because of how close the vote was. The vote margin difference was less than 0.5 % that triggered the mandatory recount and it was also less than the number of votes still needing to be counted. Not all of Florida's counties did the mandatory recount. It was Harris's job to make them do so and she refused to do her job. Several hundred thousand Florida votes were never counted and now sit uncounted in the Florida archives. I don't know what the law is for Pennsylvania, Michigan and Wisconsin.

In most states recounts aren't done automatically unless the difference is less than .5%.
