As it always has. Progress in America has always taken two steps forward and one step back. That is a feature, not a glitch. That which prevents runaway progress also prevents runaway regression. The minority checks on power are frustrating when you are the majority and trying to make things better and they are godsends when you are in the minority and trying to stop things from getting worse.
