Historically, this is what the Russians did in the 1930's Stalin canned almost every general and colonel in the army. Result was the bungled 1940 Winter War in Finland, which they only won with massive forces after their initial assaults failed miserably. Second result was almost losing WWII in the Barbarossa invasion of 1941. They only survived with the advent of winter and after Pearl Harbor and signing a non-agression pact with Japan, which freed up the reserves from East Asia.
