1. China might effectively pay a portion of the cost.

Chinese manufacturers may try to reduce their wholesale prices to help US importers of their commodities, and the Chinese government may purposefully reduce the value of the yuan wrt the dollar for the same reasons. However, if the fascists carry through with anything at all resembling their plan for a global tariff barrier, there will be a trade war like we haven't seen for almost 100 years, there will be a new round of inflation, and there most likely will be a global economic collapse.

'who pays for it' is going to be irrelevant. Nobody is going to pay much of anything as global commerce will grind to a halt.
