And Trump really thinks they work. A theme of his is that he feels everyone is ripping off the U.S.
H.R. McMasters said that he struggled to explain to Trump how NATO worked. Trump thought NATO countries were somehow delinquent on dues or fees that they weren't paying, and didn't realize the only fiscal requirement was how much they spent on defense.
