When I did read the bill, this came to my mind:

VERY NICELY WORDED
SWEET
LOVELY
RELAXING
TRANQUIL
CALMING
SERENE

But it is an Anti-Abortion religious based "women's healthcare" package wrapped up with a very pretty bow.
