Answer: They use it to avoid scrutiny. Signal erases itself so whatever happens cannot be reviewed.

Official channels require official records, and these children don't want any paper records, any electronic records, any fingerprints that can be used by investigators to figure out what the hell is going on.

This is a deliberate strategy to cover criminal activity. It is a premeditated and deliberate attack on our laws performed by people with criminal intent.
