Though a combination of that and option 2 is a bit more accurate. He isn't the progressive paragon we were hoping for and his negotiation strategy really leaves a lot to be desired, but considering the situation he inherited and the congress he's working with, I think he's done a fairly good job. However, I still feel as if he could be doing more if he compromised a tad less.
