she thought it was worthless.
How does she NOT deserve her money?
She bought the ticket with HER money.
How could the fair thing be to give it to anyone else?
The state (in essence) told her it was worthless.
She deserves ALL of her money (maybe a reward for finding out it WASNT worthless)
But not half of it.
