4. The State of Texas has no legal authority

To file a civil judgment based upon a Texas Law in The State of New York in an attempt to get The State of New York to enforce a Texas fine against a New York resident. Further, The State of Texas has no legal authority to tell a Doctor in another State what it can or can't prescribe to a Texas resident. The State of Texas can't pass laws covering what people in other States can do. This isn't even a grey area.
