It may be partially responsible, but

the mortgage companies and banks that directly sold the mortgages to homebuyers and homeowners,

the banks and investment firms that sold derivatives based on the worthless mortgages the mortgage companies and banks sold to buyers and owners

and the appraisers at the local level and the ratings agencies at a higher level are responsible.

The OP assumes facts not in evidence and should be denied admission to the DU discussion board.
